More Than Four Horsemen

So I went through and set up the maps and counters, excited to be able to use the HoB hill maps, spent an hour or so reading and learning the cavalry rules (never used them before) and got myself ready for a cavalry Human Wave. Then, before even the first turn, it was evident the scenario victory conditions don't work and the scenario is entirely unbalanced in favor of the Reds.
The VC's state the KMT must inflict 28 CVP's to win (without taking more than 20 themselves). And it says the Reds are allowed to exit units off the map. Thus, all the Reds need do is exit 3 squads and 3 leaders and there won't be enough CVP's left for the KMT to meet the 28 CVP goal. This it turns out is trivially easy, the Reds can exit 3 squads/leaders by turn two, while using the remaining troops as fodder to delay the cavalry from catching up with the exiting squads. It's a %100 guarantee win for the Reds and not even worth playing out. I thought about nixing the SSR about exiting units off the map but have no idea what other problems may be lurking in this scenario.
